    The purpose of this paper is to provide BIA Area Directors a basis for discussing the issue of tribal status. It addresses three major questions: Are there legal and/or practical distinctions among tribes? Do these distinctions differentiate "status" among tribes? To what extent do or should federal, particularly BIA, relations with tribes reflect these distinctions, and if so, who? The paper illustrates tribal differences by reference to Alaska Natives tribes. It analyzes tribal differences and questions of status in the context of overall Indian policy and of major tribal problems. The paper concludes with a discussion of alternative policies the BIA could pursue in recognition of tribal differences and in addressing tribal problems.
